Sam Waksal — who did five years in prison for fraud and perjury stemming from the same ImClone insider trading investigation that brought down Martha Stewart and Peter Bacanovic — still has his art collection, even after paying $4 million in fines and back taxes. But Waksal — who owns works by Mark Rothko, Roy Lichtenstein and Willem de Kooning — went to the East Hampton po lice this month to report “he had lost a Cy Twombly draw ing” from his house. The Two mbly was “reported only as lost and not stolen,” said one source, who was as baffled as we are as to why.
