NO one could blame Police Commissioner Ray Kelly if he felt a little jet-lagged Thursday as he presided over the NYPD’s police recruit graduation at One Police Plaza. He had just returned from a quick New York-to-Paris-and-back trip at French President Nicolas Sarkozy‘s invitation to celebrate the conferring of the Legion of Honor on Alain Bauer, the renown French criminologist and national security expert. Bauer was helpful in paving the way for NYPD detectives to be permanently assigned to Paris police headquarters to watch for any terror threats to New York emanating from Europe.
