By her own admission, Miley Cyrus is a mess — “a strategic hot mess” to be exact.

The former Disney star told documentary makers that her crazy, twerking antics have a controlled, fun-filled purpose.

“People can think that it was just like a hot mess, but it’s a strategic hot mess,” she told MTV’s “Miley: The Movement,” which aired Wednesday night.

“Right now I can be exactly who I want to be. I just want to have fun.”

If viewers thought her provocative, booty-shaking act at MTV’s Video Music Awards was shocking, Cyrus said she really wanted to go topless for the televised event. But she thought better of it.

“I tried, but I don’t think MTV’s going to allow it,” Miley said.

Britney Spears made a cameo in the “The Movement” and Cyrus gushed, telling the “Toxic” singer how much she idolized her.

“Eight-year-old me would have been p—ing [her] pants right now,”  she told Britney.

The daughter of “Achy Breaky Heart” singer Billy Ray Cyrus has high hopes – and wants to be remembered just like her childhood idol Spears.

Miley specifically cited Spears’ famous 2003 smooch at the VMAs with Madonna as the moment she hopes to replicate.

“I want to be hot like Britney,” Cyrus said.

Miley then jumped ahead and virtually pronounced herself to be the next Britney.

“The way I am about Britney, that is the way people are about me,” the 20-year-old Cyrus said.  “She [Spears] was my first record. I was a lot of people’s first idol. I’ll be a die hard fan of Britney always.”

The “Party in the U.S.A.” singer said every performance has to be the “biggest and the best.”

“I do get so overwhelmed when I’m going to perform because everything has to be perfect,” she said. “If I’m going to do it, it has to be the biggest and the best.’
