Joan Rivers presided over the nuptials of celeb wedding planner Preston Bailey and musician Theo Bleckmann on Valentine’s Day, with as much wisecracking as pomp. The couple tied the knot at the Empire State Building at midnight, where Rivers quipped, “I wouldn’t want to marry anyone else, except maybe Britney Spears, so I could watch her lip-sync her vows.” Reem Acra created a 15-foot gown out of 400 yards of tulle and 1,000 flowers. It took 20 people 200 hours to make. But neither groom wore it: Bailey instead emerged from underneath it as the ceremony began. Guests included “Real Housewife” NeNe Leakes (who’s remarrying her ex Greg Leakes at a ceremony designed by Bailey this year), Melissa Rivers and Harriette Rose Katz.
